3. Policy appraisal
If the Policy or Project is yet to be implemented then you may also consider a policy appraisal. Policy appraisal is different from policy evaluation because it occurs earlier in the policy cycle; before the policy or project has commenced.
Appraisals are likely to use forecast data to work out whether a policy proposal is worth carrying out. Since evaluation occurs once the policy has been implemented, evaluation will tend to use historic or actual data.
