Civil Service Reform

New competency framework

22nd March 2024

The new Civil Service Competency Framework – already launched here at ACME and in BIS, DCLG, the Home Office and the Valuation Office Agency – will be rolled out across the Civil Service from April.

This is a key part of the changes departments have been making in managing performance, giving equal weight not just to objectives – ‘the what’ but also to ‘the how’.

The Civil Service Competency Framework will:

  • sharpen performance management by making it easier to identify effective and ineffective behaviours
  • make it easier to identify learning needs
  • make it easier to apply for jobs in different departments
